ORDER:
In the reference 2nd read
above, hundred (100) procedures have
been incorporated to the existing procedures of 938 procedures under DR.NTR
Vaidyaseva for providing cashless treatment in the empanel network hospitals
for a total 1038 procedures.
2. In
the review meeting held by Hon’ble CM on
8.9.2015, it was decided for conducting the heart, lung and heart lung
transplantation under Dr.NTR Vaidyaseva and Employee Health Scheme.
3. Accordingly,
the Chief
Executive Officer, Dr.NTR Vaidya Seva Trust has submitted a proposal in the
letter 4th read above with a request to issue necessary orders for
inclusion of heart, lung and heart lung transplantation under
Dr.NTR Vaidyaseva and Employee Health Scheme.
4. After
careful examination of the matter, Government hereby inclusion of heart, lung and heart lung
transplantation under Dr.NTR Vaidya Seva and Employee Health Scheme duly establish appropriate protocols and also to
follow the existing ceiling limit in the matter.
5. The Chief Executive Officer, Dr.NTR
Vaidya Seva Trust, shall take necessary action accordingly.

In the letter 1st read
above, the Chief Executive Officer, Dr.NandamuriTaraka Rama
RaoVaidyaSeva Trust has reported that during the Review Meeting held by Hon’ble
Chief Minister on 08-09-2015 at Vijayawada, a decision was taken to print
Dr.N.T.RVaidyaSeva non-tearable and laminated
cards with bar code, embedded data, and to
issue them to all BPL families by01-11-2015, in place of existing health
cards. With regard to Printing of Dr.NTRVaidyaSeva Cards, it is to submit to that non-tearable NTR
VaidyaSeva Health Cards have to be printed for 1.31 crore B.P.L. families with
basic security features duly laminated. For the said proposal, the approximate
expenditure arrived at is Rs.39.00 croresi.e. Rs.30/- per card. Since the
expenditure involved in this issue is very high, identification of Service
Provider should through open tender system and on least cost basis.
2. The Chief Executive Officer, Dr.
NandamuriTaraka Rama RaoVaidyaSeva Trust has further reported that the White
Ration Card is being issued by Civil Supplies department does not contain any
information of patient history and any security features that does not allow
for any duplication, whereas the NTR Health Card now proposed to issue contains
all information regarding the scheme, financial coverage, procedures that can
be treated under the scheme; referral card system; obtaining approval in
emergency condition of patient and patient history etc., with all safety
features duly laminated which will help the beneficiary to know about the
scheme benefits and how to approach on emergency occasion. This will facilitate
the beneficiary as well as the NWH whoever comes for treatment
3. The
Chief Executive Officer,
Dr.NandamuriTaraka Rama RaoVaidyaSeva Trust has requested the Government
to issue administrative approval for printing 1.31 croreDr.NTRVaidyaSeva cards for the BPL families and identification
of service provider through Tender Process with an estimated cost of Rs.39.00
crores along with providing of additional budget for an amount of Rs.39.00
Crores for printing the Cards.
4. Government examination of the matter,
here by accord the administrative sanction
for printing of 1.31 crore Dr.
Dr.NandamuriTaraka Rama RaoVaidyaSeva
cards for the BPL families and identification of service provider
through Tender Process by providing additional budget for an amount of Rs.15 crores in the matter.
5. TheChief
Executive Officer, Dr. NandamuriTaraka Rama RaoVaidyaSeva Trust shall take necessary action accordingly and as the said proposed cards should be in operation by 1st January 2016.
6. This order issues with the concurrence of
Finance Department.

In the G.O. 3rd read above, Govt., have been decided to accept donations from persons and firms, N.G.Os., and Alumni Associations for construction of buildings for Primary Health Centres / Sub-centres /Additional accommodations in Hospitals on the following conditions.
I) A Hospital / Primary Health Centre / Sub-centre shall be named after a donor if donations amount is more than 50% of the cost of construction. The donor will be a permanent member on the Hospital Advisory Committee.
II. Where a donor bears entire cost of construction of an additional room in any existing hospital, the room shall be named after the donor
III. Donations for repairs, equipments or any other public health promotion related cases shall also be accepted and acknowledged by the Hospital committee. Donations not less than Rs.20,000/- shall be exhibited in the chart on donations by mentioning the name and donation amount and year of donation.
2. Recently, a number of persons, Firms, N.G.Os, Alumni Association have been approaching the Government to participate in promotion of Health of people in the State by giving donations on certain conditions such as naming the Primary Health Centers/Sub-Centers or part of medical institutions after the donors.
3. In order to provide better Medical facilities and instill and encourage a sense of participation among the public and in supersession of the orders issued in the G.O. 3rd read above Government after careful examination in the matter and decided by accepting donations from persons and firms, N.G.O.s., and Alumni Associations for construction of buildings for Primary health centers/SubCenters/Additional accommodations in Hospitals on the following conditions:-
i) A Hospital / Primary Health Centre / Community Health Center/ Sub-centre / AYUSH facilities shall be named after a donor if the donated amount is more than 25% of the cost of construction. For the purpose of calculation of 25% donation, the basic value of the land donated shall also be added to the money donated. The donor shall be made a permanent member of the Hospital Advisory Committee.
ii) Where a donor bears entire cost of construction of an additional room in any existing hospital the room shall be named after the donor.
iii) Donations for repairs to the building, purchase of new equipment, equipments or any other public health promotion related cases shall also be accepted and acknowledged by the Hospital committee. Donations not less than Rs.50,000/- shall be exhibited in the chart on donations by mentioning the name and donation amount and year of donation.
iv) The minimum land required for construction is as follows:
a) Sub-Centre -- 5 Cents or 242 Sq. Yards.
b) Primary Health Centre – 1.00 Acre.
c) Urban Primary Health Center – 1000 Sq. Yards
d) Community Health Centre – 2.00 Acres.
e) Area Hospital – 4.00 Acres.
f) Rural Health Centre – 2.00 Acres.
v) The donations received from the public shall be credited to the Hospital Development Society account. It shall be utilized to improve the delivery of services to the public. The views of the donor shall be given due weightage in utilization of these funds.
