ORDER:-

The Commissioner of Health and Family Welfare, AP, Hyderabad in his letter 2^nd read above has reported that the Indian Institute of Health & Family Welfare which was an Apex Institute for Undivided State of Andhra Pradesh is located in Hyderabad and now allocated to Telangana State. At present no such institute in Andhra Pradesh exists. The State Institute of Health & Family Welfare is an essential wing of Health Medical & Family Welfare Department which has an important role in Human Resources Training and Capacity Building Programmes. It also has role in Public Health Research and Systems Development. It is essential to develop an existing Institution like Regional Training Centre at one of the major districts SIHFW to satisfy immediate training and research needs of the State.

2. The Commissioner of Health and Family Welfare, AP, Hyderabad has suggested that the Regional Training Centres at Visakhapatnam be amalgamated and strengthened in terms of facilities, infrastructure, administrative systems and immediately made to function as State Training Institute. An officer of Director / Additional Director cadre be posted as Director for the proposed State Training Institute with immediate effect and all the Principals of RTCs at Visakhapatnam and PODTT of Visakhapatnam with their staff be placed under the administrative control of the Director for the conduction of Training programmes immediately. Also all the Principals of Regional Training Centres located at Guntur and Kurnool be brought under the control of Director of proposed State Training Institute and necessary instructions be issued to the Principals of RTCs to report to the Director, State Institute of Health & Family Welfare.

3. He has requested to accord permission for establishing State Institute of Health & Family Welfare at Regional Training Centers (Male & Female), Visakhapatnam and to utilize the budget sanctioned for SHSRC for modification of RTC (M&F) at Visakhapatnam.

4. Government, after careful examination of matter in detailed, hereby accorded permission to establish State Institute of Health & Family Welfare by amalgamating the Regional Training Centres (Male & Female) at Visakhapatnam to strengthen in terms of facilities infrastructure, administrative systems and made to function as State Training Institute.

5. All the Principals of RTC at Visakhapatnam and PODTT., Visakhapatnam with their staff are hereby placed under the administrative control of the Director of State Institute of Health & Family Welfare for conduction of training programmes. The Principals of RTC at Guntur and Kurnool are also brought under the control of the Director, State Institute of Health & Family Welfare.
