          Doctor’s Day 2015 - July 1 (Wednesday)

      Doctors on earth are like Gods in the heaven. A special day is observed to thank them for their humane services to mankind. Every year July 1 is `Doctor's Day' which is very special for every medical practitioner. First Doctor’s Day was celebrated in 1991. Every doctor of any specialization acknowledges the entire medical profession.


         The story of Doctor's Day in India is very interesting. The history says, that in the year 1882, July 1st saw the birth of renowned Physician and partisan Dr. Bidhan Chandra Roy. He is remembered till date for actively involving himself in starting many institutions, hospitals and was fully dedicated to the  upliftmenofIndiansociety.

        Doctor's Day is observed to pay tribute to Dr B C Roy and salutes the spirit of his dedication. The red carnation was chosen as the official symbol of Doctors Day because of the color of the flower is in spirit of characters of medical profession. It represents adoration, charity, sacrifice, bravery and audacity.

         This day is dedicated to all the doctors opportune to remind them of their vital role in our lives. Doctors owe challenge that even a minor mistake could drastically affect a patient's life and commitment to serve them by all their might. People find Doctor's Day a perfect time to recognize the pressure of the job, expressing thanks to doctors for mentoring and to be grateful for their ability to comfort and heal
. 

          US and other western countries commemorate Doctor’s Day on March 30 in memory of the day when Dr. Crawford W. Long first used ether anesthesia in surgery to remove a tumor from a patient’s neck.

National Doctors Day message

                                            National Doctors' Day 

         National Doctors' Day  Celebrated on July 1 all across India to honour the legendary physician and the second Chief Minister of West Bengal, Dr Bidhan Chandra Roy. He was born on July 1, 1882 and died on the same date in 1962, aged 80 years. Dr Roy was honoured with the country's highest civilian award, Bharat Ratna on February 4, 1961.
               Every year this holiday is celebrated in India on the 1st of July. This observance fulfills a need to show the doctors and physicians in our lives how important they are to us and how invaluable their treatments are that cure us. The celebrations are indicative of the respect that they command in the lives of their patients and thus obligate them to fulfill their responsibilities as well.
            There are several ways that this day is observed, including the greeting of physicians by their patients with greeting cards, flower arrangements. Special meeting are often convened to commemorate the day and honor doctors for their performances. Commemorative dinners can also be arranged by hospitals or other organizations to felicitate the medical fraternity.
          There may be several reasons that can be attributed to the significance of a this honor being celebrated in India.
         The large population of India depends on the efficiency and responsibility of physicians to a large extent at all times Medical professionals in India over the years have shown remarkable improvements and made definite progress in medical treatments that need to be acknowledged· It may also be seen as an encouragement and an eye opener to all such doctors who have been struck by a failing career owing to a lack of commitment There have been instances of public violence and protests against doctors when they have failed to perform. This holiday could be seen as an approach by the same people as a mark of respect for all those doctors who have relentlessly made efforts to sustain the life of their patients against all odds.

The Commissioner of Health and Family Welfare, AP, Hyderabad in his letter 2nd read above has reported that the Indian Institute of Health & Family Welfare which was an Apex Institute for Undivided State of Andhra Pradesh is located in Hyderabad and now allocated to Telangana State.  At present no such institute in Andhra Pradesh exists.  The State Institute of Health & Family Welfare is an essential wing of Health Medical & Family Welfare Department which has an important role in Human Resources Training and Capacity Building Programmes.  It also has role in Public Health Research and Systems Development.  It is essential to develop an existing Institution like Regional Training Centre at one of the major districts SIHFW to satisfy immediate training and research needs of the State.

2.            The Commissioner of Health and Family Welfare, AP, Hyderabad has suggested that the Regional Training Centres at Visakhapatnam be amalgamated and strengthened in terms of facilities, infrastructure, administrative systems and immediately made to function as State Training Institute.  An officer of Director / Additional Director cadre be posted as Director for the proposed State Training Institute with immediate effect and all the Principals of RTCs at Visakhapatnam and PODTT of Visakhapatnam with their staff be placed under the administrative control of the Director for the conduction of Training programmes immediately.  Also all the Principals of Regional Training Centres located at Guntur and Kurnool be brought under the control of Director of proposed State Training Institute and necessary instructions be issued to the Principals of RTCs to report to the Director, State Institute of Health & Family Welfare.

3.            He has requested to accord permission for establishing State Institute of Health & Family Welfare at Regional Training Centers (Male & Female), Visakhapatnam and to utilize the budget sanctioned for SHSRC for modification of RTC (M&F) at Visakhapatnam.

4.            Government, after careful examination of matter in detailed, hereby accorded permission to establish State Institute of Health & Family Welfare by amalgamating the Regional Training Centres (Male & Female) at Visakhapatnam to strengthen in terms of facilities infrastructure, administrative systems and made to function as State Training Institute.

5.            All the Principals of RTC at Visakhapatnam and PODTT., Visakhapatnam with their staff are hereby placed under the administrative control of the Director of State Institute of Health & Family Welfare for conduction of training programmes.  The Principals of RTC at Guntur and Kurnool are also brought under the control of the Director, State Institute of Health & Family Welfare.

Role of Hospital Pharmacist

Hospital pharmacist

    Hospital pharmacists work in a hospital pharmacy service, primarily within the public sector. They are experts in the field of medicines and are not only responsible for the dispensing of prescriptions but also the purchase, manufacture and quality testing of all medicines used in a hospital. Many hospital pharmacists are qualified to prescribe in their own right.
Pharmacists work closely with medical and nursing staff to ensure that patients receive the best treatment, advising on the selection, dose and administration route. They also provide help and advice to patients in all aspects of their medicines.
The role of a hospital pharmacist can extend outside the hospital with responsibility for medicines in health centres, nursing homes, hospices and general practitioners' (GP) surgeries.
Typical work activities
Hospital pharmacists are medicine experts and tasks may include:
·         checking prescriptions to ensure that there are no errors and that they are appropriate and safe for the individual patient;
·         providing advice on the dosage of medicines and the most appropriate form of medication, for example, tablet, injection, ointment or inhaler;
·         participating in ward rounds, taking patient drug histories and involvement in decision-making on appropriate treatments;
·         liaising with other medical staff on problems patients may experience when taking their medicines;
·         discussing treatments with patients' relatives, community pharmacists and GPs;
·         ensuring medicines are stored appropriately and securely;
·         supervising the work of less experienced and less qualified staff;
·         answering questions about medicines from within the hospital, other hospitals and the general public;
·         keeping up to date with, and contributing to, research and development;
·         writing guidelines for drug use within the hospital and implementing hospital regulations;
·         providing information on expenditure on drugs;
·         preparing and quality-checking sterile medications, for example, intravenous medications;
·         setting up and supervising clinical trials.
More experienced pharmacists may be involved in teaching, both within the pharmacy department and in other areas of the hospital.

Drug Inventory in e-Aushadhi Software extended from 24-06-2015 to 25-06-2015

To
All the Hospitals,

            It is observed that most of the institutions are not using the online process in Supply Chain Management and we got so many requests/mails received from various institutions regarding unfreezing the query (Drug Inventory with Programme)in our e-Aushadhi applications.
Based on the repeated requests we are planning to unfreeze the query for the period of 2 days i.e.,24.06.2015 to 25.06.2015. So prepare all the stock position data to be entered/ which you want to modify at your hospital level and ready for entering into online from today. Each and every hospital need to update the date within these 2 days only.
This is final opportunity given to all to update their data in e-Aushadhi application and to ensure all transactions from 26.06.2015 in online only.


Note : All hospital transaction details will be thoroughly verified by the IT Cell and informed to concerned  HODs and Special Chief Secretary/Principal Secretary.
Action will be initiated against the hospitals by the Government, who are not performing online transactions.

PCI issued Public Notice on MS Pharmacy course


Consideration of MS Programmes by PCI under the Pharmacy Act 1948.



                                              It has been learnt by the PCI that some pharmacy institutions are offering 2 year full-time MS Programmes in Industrial Pharmacy, Pharmaceutics , Pharmaceutical Analysis & Quality Control to pharmacy graduates

                               In this connection, it is clarified that only following qualifications acquired from an institution approved by PCI u/s 12 of the Pharmacy Act are approved for the purpose of registration as a pharmacist under the Pharmacy Act -
         
(a)D.Pharm.
(b)B.Pharm.
(c) Pharm.D.
In view of it, the said MS Programmes* are not approved by the PCI either for the purpose of registration as a pharmacist under the Pharmacy Act to practice the profession OR any other purpose like teaching in approved pharmacy institutions.

* except academic programmes offered by NIPER under the NIPER Act, 1998 where admission qualification / eligibility criteria to such academic programmes is Bachelor of Pharmacy (B.Pharm) from an institution approved by PCI u/s 12 of the Pharmacy Act, 1948.

In the G.O. 1st  read above, Government have  constituted  a Technical Committee with the following Officers  for according  approval to the  claims which are  in excess of the eligible sum of Rs.2.00 lakhs per episode of illness.

2.       In the letter 2nd  read above, the  Chief Executive Officer, Aarogyasri Health Care Trust, AP, Hyderabad has reported that several representations received from the Employees  Associations to provide cashless treatment to the employees even  in respect of  the therapies which  are not included  in the 1885 notified therapies and  it is proposed that the Technical Committee already constituted in the reference 1st read above  may be extended in the matter.


3.       Government after careful examination hereby extend the  Technical Committee already constituted in the reference 1st read above, with  the following members to provide cashless treatment to the employees under EHS for the therapies which  are not included  in the 1885 notified therapies as per G.O.Ms.No.176, HM&FW Dept., dt.1.11.2013.

1.       Additional Director, Medical Education.
2.       Joint Commissioner, (Medical), APVVP.
3.       Deputy Secretary to Govt, General Administration
         (SW) Department.

ORDER:

            In the references second to fifth read above Government has issued guidelines and instructions for transfer and right placement of employees duly relaxing the ban on transfer of employees imposed in reference first read above for the period from May 18 to 31’ 2015.

2.         In view of the conduct the ‘Janma Bhumi-Maavuru’ programme in the first week of June, 2015 orders were issued in the reference sixth read above that movement of employees due to transfers, postings made in pursuance of the orders in the references second to fourth read above upto midnight of May 31, 2015 be frozen and the process shall recommence on June 09, 2015 and shall be completed by the mid-night of June 15, 2015 duly following the guidelines, instructions issued in the references second to fifth read above.

3.         In view of model code of conduct due to the elections to the A.P Legislative Council ban on all transfers was reimposed with immediate effect in the reference seventh read above.

4.         The electioneering process in seven of the nine Districts, ie., except the Districts of Prakasam and Kurnool has been completed. The Government after careful examination of the matter hereby relax the ban on all transfers with immediate effect subject to following conditions.

a) The relaxation is applicable to all districts except the districts of Prakasam and
     Kurnool where model code of conduct is in force and to Kadapa and Nellore
    Districts in view of the interim orders of the Hon’ble High Court in W.P No 15087
    of 2015 and W.P No .15108 of 2015 respectively.

b) The transfer process shall be completed before 30th June 2015.

c) All guidelines and instructions issued in the references second to fifth read
    shall be followed scrupulously in making transfers

5.         In partial modification of the orders issued vide GO fourth read above, the paragraph 3(iv) (b) (v) is replaced by the following as paragraph 3 (iv) (a) (i).

“NGOs will not be transferred out of the district to the extent possible, except in administrative transfer cases and request transfer cases.  Further, NGOs who have put in less than five years of service in a District shall not be transferred out of the District.”
