In the circumstances reported in the references read above, Government hereby accord permission to the Director of Public Health & Family Welfare, and Chief Registrar of Births and Deaths A.P, Hyderabad to revise the birth, death and still birth reporting forms (No.1,2 & 3) to add an option against column sex (Enter Male/Female/Transgender) and similarly in birth and death certificate format ie., Form No.5 (Birth certificate) and Form No.6 (Death certificate) under section 30(1) of Registration of Births and Deaths Act, 1969.

2.     The Director of Public Health and Family Welfare, A.P, Hyderabad and Chief Registrar of Births and Deaths, A.P, Hyderabad shall take further action in the matter.

ORDER:

In the circumstances reported by the Director of Medical Education, A.P. Hyderabad in the letter 2nd read above, Government after careful examination hereby accord permission to the Director of Medical Education, A.P. to fill up the vacant posts of 1000 Staff Nurses on contract basis.  The Government authorises the District Collectors to contract the services of qualified Staff Nurses through a competitive and transparent process to perform the functions of Staff Nurses initially for a period of one year with a remuneration of Rs.15000/- (Rupees Fifteen thousand) per month only.


2.       The Selection of the candidates on contract basis will be made through DSC headed by the District Collector. The DSC will conduct the recruitment process strictly following the existing rules in this regard.

3.       The Selection of the candidates on contract basis will be made by the following Committee:

2. Joint Collector                                            Member-Convenor.
3. Superintendent of the Teaching Hospital    Member
4. DM&HO                                                     Member.
5. DCHS                                                        Member

4.       The list of vacancies of hospital wise and qualifications for the recruitment is appended to this order.

5.       The Director of Medical Education, A.P. Hyderabad is requested to take immediate necessary action in the matter accordingly.

6. This order issues with the concurrence of Hon’ble Minister for Finance, vide their e-file dated.25-01-2016.

O R D E R:-
The Director of Medical Education, A.P., Hyderabad has stated that the functioning of the teaching Hospitals is not up to the expected levels and it has been decided to appoint qualified Hospital administrators (Managers) to assist the Superintendents/Principals regarding other parameters like Drug inventory, Equipment maintenance, Finance Management, etc. The schemes like Dr.NTR Vidya Seva, where there is a lot of scope for Revenue generation can be monitored and improved by the qualified Hospital Administrators (Managers). This will help in NABH accreditation of Hospitals and improve the performance and service delivery to the public in Hospitals.
2.The Director of Medical Education, A.P., Hyderabad has requested the Government to accord permission to appoint 16 Hospital Administrators (Managers) with non medical degree in MBA Hospital Administration on contract basis with consolidated payment of Rs.40,000/- each per month against the CAS post for better patient care, improve the services and smooth functioning of the Hospitals.
3.Government after careful examination, hereby accord permission to the Director of Medical Education, A.P., Hyderabad for appointment of 16 Hospital Administrators (Managers) in the Government Hospitals. This appointment will be on contract basis with consolidated payment of Rs.40,000/- each per month against the posts of Civil Assistant Surgeons in the following Hospitals duly meeting the budget from “300-OCS”, as per the existing rules in force:-

2)Eligibility/Qualification:
Non - Medical graduate with MBA 2 year regular course in Hospital Administration with at least 5 years of post qualification experience working in Private or Government hospitals.
The institution from which degree is obtained should have recognized by AICTE/UGC
Published work in the area of healthcare quality, safety and processes will be preferred.
At least 3 years of work experience in Managerial roles in hospitals specializing in healthcare quality
Computer proficiency with high level of familiarity with commonly used packages like Ms Word, Excel, Power Point & Web surfing to search relevant data & documents.
Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.
Demonstrated ability to work in a multi-disciplinary team environment
Knowledge in Hospital Administration.
Willingness to travel to districts to collect technical information and ability to subsequently synthesize information into research evidence
Age up to 40 years.

Formulating Standard Operating Procedures for quality systems in hospitals
Assessment and gap analysis of quality systems in hospital.
Providing technical assistance on NABH application process.

Conducting Quality & Accreditation awareness & education programs.
Undertake other relevant assignments, which may be assigned from time to time.
They will assist the Superintendent in day to day administration.
Any other related work entrusted by the Superintendent/Principal concerned Hospital/Medical College.
