In the circumstances reported by the Director of Public Health and Family Welfare, A.P. Hyderabad in the letters 2nd read above, Government after careful examination, hereby accord permission to the Director of Public Health and Family Welfare, A.P. Hyderabad for filling up of (40) vacancies of Civil Assistant Surgeon in agency areas on contract/outsourcing basis through the Dist. Selection Committee concerned, duly following the instructions and procedures issued by the Govt., from time to time in the matter, for a period not exceeding Six Months, for taking preventive measures from oncoming communicable diseases in the monsoon season.
2. The Director of Public Health and Family Welfare, A.P. Hyderabad is requested to take immediate necessary action in the matter accordingly.
3. This order issues with the concurrence of Finance (HR.I) Department vide their U.O.No.10106-B/300/A3/HR-I/15, Dt.08-7-2015.

Foods that don't let you slim down

Your diet staples could be sabotaging your efforts to slim down and denying you vitamins and minerals

Those low-fat, low-taste alternatives passed off as 'health foods' could, in fact, be costing you your health. It's easy to be misled with labels such as 'high fiber', and 'natural'. In reality, many so called 'healthy' foods contain high levels of fat, sugar and salt. Reading the ingredient list and nutrition facts column could help you choose the right items. Here's a round up of the things you consider good that may actually be bad:

Honey
You think honey is healthier and more natural than sugar? You are wrong. Both contain similarly high levels of glucose. Because honey is denser, one tablespoon actually contains more calories than the same sized spoonful of granulated sugar. Eat too much honey and you'll gain just as much weight as you will gorging on other sweet stuff.

Low-fat salad dressing
Scientists at
 Iowa State University, US, have found that low-fat dressing cancels out the goodnessin salad. Conversely, using olive oil, or a little butter, boosted vitamin intake because fat helps your body absorb nutrients from vegetables more efficiently.

Breakfast cereals
Studies show that people who eat cereal for breakfast tend to be slimmer than those who don't — but only if they're opting for a healthy brand. Choose the wrong box and you may as well start your day with a slice of
 cake, as some cereals are high in sugar and fat. The main ones to watch out for are your flavoured, chocolate and sugar-coated or frosted kids' ones. So always read the label. Not that you need to skip the cereal aisle altogether — experts agree that tucking into a bowl of porridge or any other wholegrain cereal is actually healthy. Naturally low in calories and high in fibre, these will help keep you fuller for longer and ward off midmorning snacking.

Skimmed milk
Although guzzling whole milk has been demonised as a health no-no in recent years, research shows that it could be a better choice than its skimmed counterpart.

Whole milk only contains around 4 per cent fat per 100ml as opposed to the 20 per cent plus deemed to be in the 'high fat' category. Skimmed milk contains 0.1 per cent fat. So switching from whole to skimmed milk won't make a huge difference.

Skimmed milk is less nutritious because cream contains fatsoluble vitamins A, D, E and K. Research reveals that full-fat milk boosts metabolism and help you burn more calories, while also lowering the risk of
  heart disease.

Raw vegetables
Cooking is believed to kill the vitamins and minerals, but studies have found the opposite. While cooking may destroy some (but not all)
 vitamin C, the process boosts the uptake of disease-fighting nutrients — antioxidants. A 2008 study found that vegetables such as carrots, spinach, mushrooms, asparagus, cabbage and peppers supply more antioxidants when cooked than when eaten raw. This is because cooking breaks down vegetables' thick cell walls, making it easier for the body to absorb the nutrients they contain. Steaming is best, then gentle boiling. Frying preserves the least vitamins and minerals.

Diet drinks
They seem like a straightforward way for soft drink lovers to cut calories but experts think diet drinks could actually scupper
 weight loss. While the artificial sweeteners in such drinks can convince the taste buds they're consuming sugar, the brain can't be tricked so easily. When it's denied the calories it's expecting, your body goes on a calorie hunt, making you feel hungry and eat more. Which is why consuming diet drinks can make people more likely to pile on weight, than reduce it.

Facts and myths about diabetes 
According to latest statistics, over 65 million Indians suffer from different levels and types of diabetes. Known as the silent killer, this disease is dreaded all the more because of the prevalent myths surrounding it

 Here is a list of myths and facts...

Myth: Bitter tasting foods will lower blood sugar.
FACT: Consuming bitter tasting items like neem and bitter gourd (karela) will not reduce blood sugar because glucose is derived from foods rich in carbohydrates, even if they are not sweet.

Myth: A diabetic cannot consume any type of sweetener.
FACT: Direct sugar is usually omitted from the diet of most diabetics. However, sugar substitutes can be used in two forms; fructose sugar (fruits) and artificial sweeteners.

Myth: Diabetics cannot consume fruits.
FACT: Diabetics can consume fruits because they contain fibre and fructose sugar. Due to the fibre content of fruits, fructose is released slowly into the blood and our body can utilise fructose without insulin. However, fruit juices are not recommended because they don't contain fibre. (Fruits like banana, chikoo, mango, grapes, sugarcane and custard apple are not recommended.)

Myth: All artificial sweeteners are safe to consume.
FACT: Many artificial sweeteners contain a substance called aspartame, which is a good sweetener for cold beverages and commonly used in many food products. However, it loses its sweetness at high temperature. For example, to sweeten one cup of hot tea or coffee we need more aspartame than to sweeten one cup of normal / cold water. So exercise caution in its use. Consuming more aspartame based sweeteners may cause abnormal functioning of the brain. Pregnant women, children and patients with advanced liver disease should avoid excess usage of aspartame. Opt for artificial sweeteners made of sucralose, which are safer and more stable in hot and cold conditions. Artificial sweeteners containing cyclamate are banned in most countries.

Myth: Diabetics can't consume alcoholic drinks at all.
FACT: Diabetics are advised to avoid alcohol since it may lead to a major drop in blood sugar. However, one drink of alcohol is permitted once a week depending on individual health conditions. 1 drink = 12 ounces of beer/ 5 ounces of wine/ 1 ½ ounces of distilled spirit. (1 ounce = 30 ml)

Myth: Diabetics must refrain from eating out.
FACT: A diabetic can eat out at a restaurant, as long as the food is hygienically prepared.

Myth: Diabetics should not eat rice.
FACT: Diabetics can consume rice, but the quantity and quality always depends on the nature and degree of diabetes.

Myth: Diabetics don't need bariatric surgery
FACT: Bariatric surgery is offered to individuals with excessive weight and also those suffering from diabetes, high BP, joint pains, irregular periods, infertility, breathing problems like asthma, sleep apnoea etc. Since it is done through key hole (lap) route and is effective in majority of patients, its acceptance is increasing in society rapidly.

Myth: Diabetics need to lose weight fast.
FACT: Obesity and diabetes are two sides of the same coin. Obese people are advised to lose about two kg per month. However, sudden weight loss through crash diets is not advisable.

In the Videoconference conducted on 06-07-2015 by Hon’ble Minister for Social Welfare, Chief Secretary, Spl. Chief Secretary, AP, Hyderabad, the Secretary to the Government, Finance Department and the Commissioner, Health & Family Welfare, AP, Hyderabad along with other senior state officials with the District Collectors, POs ITDA, DM&HO and DCHSs on the management of water borne and vector borne diseases in the state, it was decided to fill up all vacant MPHA (F) and MPHA(M) on contract/outsourcing basis within a period of ten days from the available trained local tribal candidates in ITDA area. In the reference 2nd & 3rd read above, the Commissioner Health & Family Welfare has submitted proposals in this regard.

2)         Government after careful examination hereby permit the Commissioner, H&FW and the Director of Public Health & Family Welfare to fill up (113) MPHA(M) and (114)MPHA (F) posts on contract/outsourcing basis from the available trained local tribal candidates in ITDA area under the Chairmanship of concerned Project Officers for a period of Six (6) months only, in the five districts as detailed below.
