ORDER :-
In the circumstances reported by the Director of Public Health and Family Welfare, A.P. Hyderabad in the letter read above. Government after careful examination, hereby accord permission to the Director of Public Health and Family Welfare, A.P. to fill up the vacant posts of 501 Civil Assistant Surgeons (i.e. 472 of DPH&FW and 29 of APVVP) and to authorize District Collectors to contract the services of qualified MBBS doctors through a competitive process to perform the functions of Civil Assistant Surgeons in Primary Health Centre (PHC) initially for a period of one year.
2. The Selection of the candidates on contract basis will be made by the following Committee as indicated in G.O.Rt.No.217, HM&FW (J2) Deptt., Dt.26.02.2011 and duly following the instructions and procedures issued by the Govt., for Contract Recruitment, from time to time:

O R D E R:
In the letter 1st read above, the Director General, Drugs Control Administration, AP, Hyderabad has reported that the Drugs Control Administration is having the Drugs Control Laboratory and the Office of the Assistant Director, Krishna District in the campus of Siddhartha Medical College, Vijayawada. The Assistant Director’s office consists of a building constructed way back in the year 1994 with an area of 6,000 sft with ground and first floor housing the Office of the Assistant Director, Krishna District, 4 Drugs Inspectors, 2 Sections, Case property room, Record room etc.,. The Drugs Control Laboratory which was serving as a Regional Drug Testing Laboratory in the undivided State of A.P, after bifurcation is now serving as the State Drug Testing Laboratory housed in a building with an area of 6,600 sft consisting of ground and first floor.
2.The Head Quarters of the Drugs Control Administration is in Hyderabad with its Head of Department and Senior State Level Officers accommodated in the main building of Drugs Control Administration, Telangana State and the Assistant Director (V&I), Drugs Inspector (V&I), Assistant Director(NT) and Administrative Sections of HQ are accommodated on the second floor of the Drugs Control Laboratory building of Telangana State. Keeping in view of the directions (CircularMemo.25735/GPM-AR/2015, dated:01.12.2015, from Chief Secretary to Government) of the Government to move the Head Quarters to Vijayawada. On 05.12.2015 during the meeting with the Principal Secretary, HM&FW at Vijayawada the Director of Medical Education was instructed to show/provide a suitable land in Vijayawada for constructing buildings to accommodate the Drugs Control Administration office along with Drug Control Testing Laboratory so as to enable the Department of DCA to handover the present buildings to Director, Medical Education for their operational convenience and for upcoming PMSSY Super specialty Hospital.
3.Accordingly on 05.12.2015, the Director General, Drugs & Copy Rights and other Senior Officers of the DCA along with the Principal, Siddhartha Medical College, Superintendant Engineer of APMSIDC and other officials visited the proposed land of 0.8 Acres lying under the authority of Director of Medical and Health at Hanumanpet, Vijayawada which is having a vacant area, a constructed building (ground floor) and a building of dilapidated condition and itis of the collective opinion that the Government may alienate and allot the above said land of 0.8 Acres at Hanumanpet, Vijayawada to Drugs Control Administration and provide the necessary budget for the construction of the buildings for the Head Quarters, Office of Assistant Director, Krishna District and Drugs Control Laboratory with an area of construction of not less than 40,000 sft (Drug Control Laboratory- 20,000 sft, Head Quarters-15,000 sft, Assistant Director office-5000 sft) keeping in view of the future requirement of the Department and also allow the functioning of the Drugs Control Administration and the Drugs Control Testing Laboratory from the existing buildings in the Siddartha Medical College campus till the above proposed new buildings are constructed and operational.

4.After careful examination of the matter Government hereby allot the proposed land of 0.8 Acres at Old Government General Hospital, Vijayawada to Director General, Drugs and Copyrights, Drugs Control Administration for the construction of the buildings for the Head Quarters, Office of Assistant Director, Krishna District and Drugs Control Laboratory with an area of construction of not less than 40,000 sft (Drug Control Laboratory-20,000 sft, Head Quarters-15,000sft, Assistant Director office-5000 sft) keeping in view of the future requirement of the Department. The Director General, Drugs Control Administration is also requested tohandover the entire existing buildingsie., Drugs Control Laboratory and the O/o the Assistant Director, Krishna district in the campus of Siddartha Medical College, Vijayawada to the Principal, Siddartha Medical College, Vijayawada as and when the said proposed new building is constructed and made operational.
5.The Director General, Drugs Control Administration/ the Director of Medical Education shall take necessary action in the matter.
